When the same vendors keep winning your competitive solicitations, it doesn’t mean the market is working ... it means the market has stopped competing.

Procurement directors recognize the pattern: a solicitation closes, the same two or three names appear in the response column, and the award goes the same direction it went last year. Leadership asks about competition. Council asks whether the market is genuinely open. And every additional cycle without new entrants makes the next one harder — because vendors who’ve been passed over stop bidding, and the remaining pool gets smaller and more fragile.

Most agencies respond by working harder on individual solicitations. But concentrated vendor pools are structural, not situational.
